Does my UK driving licence work in Romania, or do I need an International Driving Permit?
Post-Brexit, your UK photocard is technically still valid, but every major rental firm at Cluj Airport (Sixt, Avis, Enterprise, Hertz, Budget) will refuse the booking unless you also present a 1949-convention IDP. Order one from the AA or RAC for £5.50 — it arrives in a few working days, so do it before you fly. Your licence must be at least 12 months old and you need to be 21 or over; under-25s face an €8–€15 per day young-driver surcharge. Without the IDP you may also struggle with police checks, as Romanian officers are trained to look for it on British documents.
How does the Romanian motorway vignette (rovinieta) work, and is one included with my hire car?
Romania has no toll booths — you must buy a digital vignette, the rovinieta, at erovinieta.ro, linked to the number plate. A 7-day pass costs about €11 and a 30-day pass about €28. Most rental companies include a valid vignette, but always check the windscreen sticker and confirm the expiry date with the agent at pickup. Driving without one triggers an on-the-spot fine of €250–€500, charged to the rental company's account and passed on to you plus an admin fee. Note that the e-vignette covers motorways and expressways only; some bridges are not yet included.
Are snow tyres really compulsory around Cluj in winter, and which roads are worst?
M+S marked tyres are mandatory from 1 November to 31 March whenever roads are snow- or ice-covered, which in practice means most of the season in the Apuseni Mountains west of the city. Ignore the rule and the fine is RON 4,000 (around £670). The A3 motorway to Turda and the E576 to Baia Mare are regularly gritted but still close during blizzards, while the DN1 to Alba Iulia can be treacherous in freezing rain. Carry snow chains, a warm coat, a torch and a fully charged phone — and double the Google Maps time between November and March.
What are the speed limits and penalty points for UK drivers in Romania?
Standard limits are 50 km/h in built-up areas, 90 km/h on open roads, 100 km/h on expressways and 130 km/h on motorways — but the A3 around Cluj has 100 km/h sections, so keep your eyes on the signs. Police run fixed and mobile cameras everywhere; exceeding the limit by more than 50 km/h costs RON 2,900 (around £490) and 6 penalty points, and 15 points in a year means your licence is suspended. Drink-driving is a strict 0.00 g/l offence — one pint can be over the limit, and roadside checks are common after Friday-evening flights into Cluj.
Can I take the hire car into Hungary, Bulgaria or Serbia from Cluj?
Yes, but you must declare every country at pickup and pay a cross-border fee of €20–€60 per rental, depending on the firm. A Green Card insurance extension is supplied and is compulsory for non-EU states such as Serbia, Moldova and Ukraine. Rental cars are usually banned from the worst unpaved sections of the Transfăgărășan and other high-altitude Transylvanian tracks — get written authorisation from the rental company if you plan a mountain road trip. Note that the Hungarian M3 and Bulgarian Trakia motorways still need their own e-vignettes, separate from the Romanian rovinieta.
