San Fermín is in July - will my hire car be stuck outside the old town?
During the 6-14 July San Fermín festival, central Pamplona is closed to traffic from roughly 06:00 to 24:00. The Ayuntamiento publishes a detailed map each year; non-resident cars are barred from the Casco Viejo and many streets along the encierro route become fully pedestrianised. If you have a hire car, drop it off before 5 July or collect it after 15 July to avoid being stranded outside the old town. Outside festival week the centre is open as normal and the underground car parks (€1.80-2.20/hour) remain the most reliable option.
Can I drive into Pamplona's old town with a UK-registered car?
Pamplona runs a Low Emission Zone (ZBE - Zona de Bajas Emisiones) in the historic centre. UK-registered cars meeting Euro 4 petrol or Euro 6 diesel standards can enter without paperwork; older vehicles need a Spanish DGT environmental label (distintivo ambiental), obtainable online for about €5.08. Many streets in the Casco Viejo are also permanently pedestrianised, so plan to use one of 8 underground car parks (€1.80-2.20/hour, open 24/7). On-street parking uses OTA blue zones - maximum 2 hours, Mon-Sat 09:00-14:00 and 16:00-20:00, paid at the meter.
Driving into the Pyrenees from Pamplona in winter - do I need snow chains?
From November to April, carry snow chains (€30-50 to buy, €15-20/day to hire) when heading to the Irati Forest, Valle de Roncal or the French border. The N-135 to Roncesvalles and the NA-137 to the Somport tunnel frequently require chains after heavy snowfall, signposted as 'cadenas obligatorias'; fines are €200 if ignored. The A-21 motorway to Jaca and the A-15 towards San Sebastián are usually gritted and passable without chains, but always check dgt.es or dial 011 for live conditions before setting off.
Is the AP-15 from Pamplona to San Sebastián a toll road, and is it worth paying?
Yes - the AP-15 (Pamplona-Irún) is a toll motorway, costing around €14.50 for the 110 km one-way (about €0.13/km). The free alternative N-121-A runs parallel but adds 30-40 minutes and winds through the Baztan valley. For a one-off trip the toll is well worth it. Most other motorways around Pamplona (A-15, A-21, A-23, A-68) are toll-free, so a Via-T tag is rarely justified for short stays. Tolls can be paid in cash, by card, or via the website - no pre-booking required.
I'm 22 - can I actually hire a car, and what is the 'young driver fee'?
Most major rental firms in Spain (Hertz, Europcar, Sixt, Goldcar) accept drivers from age 21 with at least one year's licence, although some local firms insist on 23 or 25. Under-25s pay a 'young driver' surcharge of €15-25 per day, plus VAT. Drivers over 70 may be asked for a recent medical certificate from your GP. To keep the surcharge at the lower end, book a small car such as a Fiat 500 or Seat Ibiza - larger categories can push it to €25 or more. The fee is added at the desk, not always shown at online booking.
