Rent a Car in Penang, Malaysia: Competitive Prices, Simple Pick-up, Smarter Travel

Find great-value car hire from Penang Airport or downtown George Town, with a practical UK-focused guide to insurance, deposits, fuel policies, and local driving.

UK Traveller Essentials
Penang Car Hire Guide for Travellers from the United Kingdom
Hiring a car in Penang is a convenient way to explore beyond George Town, including Batu Ferringhi, Balik Pulau, Penang Hill, and day trips into Kedah or Perak. It can be excellent value for couples or families, especially when sharing costs and planning multiple stops. Do note that Malaysia drives on the left (familiar for UK motorists), but road signage, local driving habits, tolls, and city parking can be different. Most rentals require a credit card deposit, and insurance terms (excess and windscreen/tyre cover) vary widely—check what is included and what is optional. In busy areas, scooters and sudden lane changes are common, so allow extra time and keep a calm following distance. Fuel stations are frequent on main roads; always confirm the fuel policy (full-to-full is typically simplest).

Penang International Airport (PEN), Bayan Lepas – Car Rental Pick-up
Best for immediate onward travel. Follow signs to the arrivals hall and the car rental counters/meeting points used by each supplier. Many providers either have a staffed counter in arrivals or a representative who directs you to the car park for vehicle inspection and paperwork. Allow extra time for deposit authorisation, damage checks (photos recommended), and understanding toll payment arrangements (some cars use stored-value toll cards). Pros: widest hours and choice, quick access to the coastal road and bridges. Cons: airport surcharges may apply, peak-time queues, and rush-hour traffic leaving Bayan Lepas towards George Town.
George Town (Heritage Zone) – City Pick-up
Convenient if you are staying centrally and only need a car for day trips. Pros: avoid airport surcharges, flexible timing after arrival, easy to compare nearby offices. Cons: tight streets, limited parking, one-way systems, and heavier congestion; pick-up can be slower due to kerbside constraints and inspection space.
Gurney Drive / Gurney Plaza Area
Popular for travellers staying in modern hotels and serviced apartments along the seafront. Pros: straightforward access to main roads, more structured parking at malls/hotels for handover, good base for heading north-west. Cons: busy during evenings and weekends; allow time for traffic and pick-up/drop-off coordination.

Auto

George Town's UNESCO lanes are narrow, congested and tricky to park in, so a compact hatchback slips through traffic with ease. A small engine runs the air conditioning efficiently under Penang's tropical heat without burning fuel. It is also the most affordable choice for short hops between hawker stalls, cafes and mural spots across the island.

Coastal & Hill Drives

An SUV handles the climb up Penang Hill and Balik Pulau's winding rural roads far more confidently than a low saloon. Higher ground clearance also copes with sudden tropical downpours that occasionally flood coastal lanes near Batu Ferringhi. Strong air conditioning and a commanding view make long sightseeing days far more comfortable for British visitors used to left-hand driving.

Travelling with children or a group of friends means luggage, prams and shopping bags from Gurney Plaza quickly fill a normal boot. A seven-seater MPV keeps everyone together in air-conditioned comfort during long days bouncing between Kek Lok Si, the beach and the night markets. It also makes the short hop across the bridge to the mainland effortless on busy weekends.

Penang Car Hire & Driving FAQs

Tolls, licences, monsoon floods and insurance: what every UK driver must know before hiring a car in Penang

Do I really need an International Driving Permit to drive in Penang, or is my UK photocard licence enough?
Your UK photocard licence is technically valid for short tourist stays in Malaysia, but every major rental firm (Hertz, Avis, Sixt) and roadside police checks will still demand an IDP. Order one from the AA or RAC before you fly — it costs about £5.50, takes 10 minutes online and arrives in a week. Without it, a routine stop can mean an on-the-spot fine of RM 300 (around £50), a trip to the police station, and your rental contract considered void. Carrying both is non-negotiable: the IDP must be presented alongside, never instead of, your UK photocard.
How do I pay the Penang Bridge toll — and is the rental car pre-loaded with a Touch 'n Go card?
The 13.5 km Penang Bridge costs RM 8.60 for cars one-way, and the longer Second Bridge is similar. Most rental cars do NOT come with a Touch 'n Go eWallet pre-loaded. Grab a physical card at any Petronas or Shell station on the way for RM 10 (with RM 5 stored credit) and top up at 7-Elevens nationwide. RFID is still patchy on Penang's gantries, and cash lanes can queue 30+ minutes at rush hour. The same card also pays for most car parks in George Town, so keep it handy throughout your stay.
I'm 23 — how much extra will I pay as a young driver, and can I dodge the surcharge?
Most major firms (Hertz, Avis, Sixt, Europcar) charge a young-driver surcharge of RM 30-50 per day for under-25s, on top of the base rental. Budget and Kasina are more lenient, often capping at RM 20 per day. You must have held your UK licence for at least 12 months, and most firms refuse under-21s outright. Book direct with the rental company rather than via an aggregator, which sometimes hides the fee in the fine print. The only reliable way to avoid the surcharge is to add a friend or spouse over 25 as the primary named driver on the contract.
Will the Penang monsoon actually stop me driving, or is it just heavy showers?
Penang's flash floods are no joke and have worsened each year. During the south-west monsoon (May–September) and the more intense north-east monsoon (October–February), expect sudden flooding, particularly along Jalan Gottlieb, Macallum Street, Prangin Lane and the Bayan Lepas industrial zone. Water can reach 0.5 m within 20 minutes of a downpour, and several roads close entirely. Avoid driving after 4 pm during monsoon peaks. Never enter floodwater above kerb height — most CDW policies exclude hydrostatic engine damage, and a replacement engine for a Perodua or Proton runs RM 12,000-15,000.
Is the basic rental insurance enough, or do I really need the full damage waiver in Penang?
The standard CDW/LDW in Malaysia still leaves you with an excess of RM 3,000-5,000 for any single scratch or kerbed wheel — and Penang's narrow lanes, ubiquitous motorcycles and weaving trishaws in George Town make minor bumps common. The full SCDW upgrade costs RM 35-55 per day and reduces the excess to zero. A cheaper alternative is to pay with a credit card offering primary rental cover (Amex Platinum, Barclaycard Avios Plus) and decline the upgrade at the counter. Never rely on third-party liability alone; private hospital bills after an accident can easily run into six figures in Malaysia.
