Practical answers for UK drivers hiring a car in Tashkent and across Uzbekistan

Can I use my UK photocard driving licence in Uzbekistan, or do I need an International Driving Permit?
You need both. A UK photocard licence on its own is not accepted by Uzbek hire firms or the traffic police. You must carry the 1968-format International Driving Permit (the one sold at UK Post Offices for £5.50) alongside your original licence. Police checkpoints outside Tashkent are frequent, and an officer who only sees a UK card licence may fine you on the spot, usually around 50,000–150,000 UZS (roughly £3–£10). Sort the IDP before you fly.
How bad are the roads and are there really police checkpoints everywhere?
Outside Tashkent, expect two very different surfaces. The M-39 to Samarkand and the A-373 to Bukhara are smooth, dual-carriageway style and well-signed, often with a 110 km/h limit. Side roads, however, are frequently potholed, with unmarked junctions and wandering livestock. Police ‘posty’ (DPS) stops are routine every 30–50 km on intercity routes. They rarely fine tourists, but they will ask for passport, visa, licence and IDP, so keep them to hand and never leave them in the boot.
What are the speed limits, and is it worth hiring a toll transponder?
Limits are 50 km/h in built-up areas, 90 km/h on rural roads and 110 km/h on motorways. There are no urban congestion charges and almost no toll roads; the only significant toll is the Kamchik Pass tunnel on the A-373 towards the Fergana Valley, which costs about 5,000 UZS (£0.30) in cash. Fixed and mobile speed cameras are common around Tashkent, so a transponder is pointless. Just stick to the limits and keep 200,000 UZS in small notes for the tunnel.
Is the basic insurance enough, or should I pay for the full excess waiver?
The basic Collision Damage Waiver that comes with most Tashkent rentals has an excess of roughly USD 500–800, which is high given the poor local road surface. Add the full Super CDW (around USD 10–15 per day) and a tyre-and-glass upgrade if offered; punctures from potholes are the most common incident we see. Check that third-party liability is at least USD 50,000; some bargain rentals cap it at USD 5,000, which is too low for a multi-car country like Uzbekistan.
Do I need a 4x4 in winter, and when exactly does the Kamchik Pass close?
From December to mid-March the Kamchik Pass (2,268 m) between Tashkent and the Fergana Valley is often closed to light vehicles during snowstorms and can be shut for days at a stretch. If you are travelling that route in winter, book a 4x4 with proper winter tyres and budget for a possible one-night stop in the mountains. In Tashkent itself snow is rare, but black ice forms on shaded flyovers in January and February, so drive gently between 06:00 and 09:00.
Can I pick up at Tashkent International Airport after a midnight flight, and are there 24-hour desks?
Yes. Most major suppliers (Avis, Sixt, Hertz, plus locals like Rent Uz and Europcar Uzbekistan) have staffed counters in Terminal 2 arrivals, and several operate 24/7. If your flight lands after 02:00, pre-book and confirm the late-pickup fee; some charge USD 20–40, others absorb it. Allow 45–60 minutes for paperwork, as staff will photocopy your passport, visa, licence and IDP before handing over the keys, and they will only release the car once a credit card pre-authorisation of USD 200–500 has been approved.
