Outside built-up areas the limit is 80 km/h, rising to 100 km/h on dual carriageways and 130 km/h on motorways, while in towns such as Tivat it drops to 50 km/h. Hotels and the Porto Montenegro area offer their own secure car parks for €10–20 per day, which is the easiest option if you are not used to reversing into tight bays by the waterfront.
What is the worst road to drive from Tivat, and do I need a 4x4 or winter tyres?
The mountain road to Lovćen National Park and Cetinje is the most demanding, with hairpin bends, sheer drops and no barrier for long sections, so a small SUV or a car with a stronger engine is far more relaxing than a city hatchback. Winter tyres are only legally required between 15 November and 1 April if conditions demand it, but snow chains are not normally needed for the coastal Tivat–Kotor–Budva triangle.
