To drive in the United State, the driver must have a valid driver's license that has been held for at least 1 or 2 years(according to different car hire company). The license must be valid at the time of rental and remain valid throughout the rental period. Driver's licenses accepted in the U.S. are:
Any license issued by any U.S. state, territory or possession.
A license issued by a Canadian province.
A license issued by a country that participated in the 1949 Geneva Convention on Road Traffic or the 1943 Convention on the Regulation of Inter-American Automobile Traffic.
A license issued by a country that has a reciprocal agreement with the U.S.
Tips
For foreigners want to rent a car outside their home countries, an International Driver's Permit is highly recommended. Especially if your domestic driving license is not printed in English, an International Driving Permit (IDP/IDL) or an official translation in English is required when you drive in America. Please note that an International Driving Permit (often referred to as an International Driving Licence) does not replace the requirement for a regular driving license. And you must carry your current overseas driver’s license, IDP or translation with you all the time when driving in America.
Learner's permits may not be accepted to rent a car in the U.S. Additionally if you intend to rent outside of your home country, you need to present a valid passport, as a secondary form of identification at the time of your check-out.
Age Requirement
The minimum age to rent a vehicle in most locations in the U.S is 21 years (age may vary by state and car category), and the driver must have a valid driver's license held for at least one year. For certain specialty and larger-sized vehicles, the minimum age of 25 years of age applies. If you're 21-25, you are likely to have to pay a young driver fee which is about $25-per-day to $50-per-day.
Exceptions
In New York State, Michigan and Saskatchewan, the minimum age to rent are 18 years. Drivers from 18-24 are likely to have to pay a young driver fee about $25-per-day to $55-per-day.
In Quebec, the minimum age to rent car groups A, B, C, D & E is 21 years with a surcharge. For all other car groups, the minimum age is 25.
Renters between the ages of 21-24 may not rent vehicles in the following car classes: Full-Size SUVs, Luxury, Minivans, Passenger Vans, Premium SUVs, Signature Series.
