Hakodate Car Rental Guide

Essential driving tips and FAQ for renting a car and exploring Hakodate independently

Can I drive in Hakodate with my foreign licence, or do I need an International Driving Permit?
An International Driving Permit (IDP) is mandatory for most foreign nationals in Japan, including UK, US, Australian, and European licence holders. Your home-country licence alone is not sufficient. The IDP must be obtained before arrival — you cannot get one in Japan. Processing takes 1–2 weeks in the UK. Without it, you risk fines of up to ¥100,000 and vehicle impoundment.
How much does it cost to drive from Hakodate to Sapporo on the expressway, and how do I pay the tolls?
The Hakodate–Sapporo run via the Hokkaido Expressway is roughly 280 km and costs approximately ¥8,500–9,500 in tolls one way for a standard passenger car. All rental cars in Japan are equipped with an ETC (electronic toll collection) device — you MUST request one when booking and ensure it is fitted. Tolls are then charged automatically. Cash lanes exist but are increasingly rare, and some toll booths are card-only.
I'm visiting in January. Do I need winter tyres or snow chains to drive around Hakodate?
Yes — absolutely. Hokkaido winters are severe, with积雪 (snow accumulation) often exceeding 50 cm in January. Japanese law mandates winter tyres (冬用タイヤ) or snow chains (チェーン) on roads covered in snow or ice from 1 December to 31 March in Hokkaido. Most rental companies offer winter-tyred vehicles as standard in this season at no extra charge, but always confirm when booking. Driving on summer tyres in winter conditions is both illegal and extremely dangerous.
How expensive is parking in central Hakodate, and are there any zones I should avoid?
Parking in Hakodate's city centre costs ¥200–400 per hour in metered zones. The areas around Hakodate Bay (especially near the morning market and Motomachi district) fill up quickly before 10:00 on weekends. Watch for lines painted in yellow near curbs — these indicate no-parking zones, and违规停車 (illegal parking) carries fines of ¥10,000–15,000. Many hotels offer free parking for guests, so check before you drive into the city.
Is Hakodate left-hand or right-hand traffic? Will I adapt easily from British road habits?
Japan drives on the left, which aligns with UK road habits — a significant advantage for British visitors. However, expect roundabouts (環状交差点) where you yield to traffic already inside, and be cautious at intersections: Japan does not permit turns on a red light. Also note that many narrow streets in the historic Motomachi district are one-way. Take extra care at pedestrian crossings — pedestrians have priority at most unmarked crossings, which differs from typical UK practice.
