Drivers from non-EU countries (including the UK, USA, Australia, and Canada) will need both their full licence and an IDP. Those aged 21–24 typically face a young driver surcharge of roughly 15–25 leva (£6.50–11) per day on top of the base rate. Some budget agencies may waive the age requirement for 22+, but always check the small print—under-21 drivers are rarely accepted at all.

Bulgaria operates a vignette (e-vignette) system for motorways—no toll booths. Vignettes are available at border crossings, petrol stations, and online (via www.bgtoll.bg). Prices: 7-day vignette ~14 leva (£6), 1-month ~32 leva (£14). The Struma and Trakia motorways connecting Sofia to Plovdiv and Blagoevgrad are toll-free with a valid vignette. Keep your receipt—random checks are common and fines for no vignette start at 300 leva (£130).

Winter tyres are mandatory on all vehicles from 1 November to 1 April when winter conditions prevail—temperatures below 7°C, snow, ice, or slush on any road. Fines for non-compliance range from 50–200 leva. Snow chains are recommended for mountain passes in the Rila and Pirin ranges. Most rental companies offer winter-tyred vehicles from November; request this explicitly when booking and confirm chains are included.

Petrol (unleaded 95 and 98) and diesel are widely available. LPG (liquefied petroleum gas) is extremely common—around 30% of Bulgarian vehicles run on LPG, and most petrol stations offer it at roughly half the price of petrol (around 1.20–1.50 leva per litre). In Sofia, fuel stations are plentiful. Outside the capital, particularly on rural routes toward the mountains, stick to main roads and fill up before leaving—some remote stations close by 20:00 or on weekends.

Sofia's city centre suffers from severe congestion during rush hour (07:30–09:00 and 17:30–19:00). The Ring Road (Salata) often grinds to a halt. Bulgarian drivers are known for aggressive lane changes, minimal use of indicators, and running amber/red lights. Speed cameras are common on major routes. Outside Sofia, roads are generally good on highways but rural routes can have potholes, unmarked junctions, and slow agricultural vehicles—drive with caution, especially at night when unlit tractors and pedestrians in dark clothing are hazards.
