To drive in Saudi Arabia, a valid driver's license from country of residence is required. An International Driver's License is highly recommended to get one for anyone living outside Saudi Arabia as some car hire company will require international drivers to present an IDP. Holders of driving license printed with non Roman Alphabet must present an IDP together with the original driver’s license.
Please note that an International Driver's License (IDL/IDP) does not replace the requirement for a regular driver's license. And you must carry your current overseas driver’s license, IDP or translation with you all the time when driving in Saudi Arabia.
The license should be held for at least 1 or 2 years(according to car hire company) with no major endorsements.
Tips
If you hold a Driver's License issued in Vietnam, you need to present the original license together with an authorized translation issued by the Vietnamese Ministry of Transport. If both documents are presented at time of rental these licenses are acceptable worldwide.

Minimum age to rent a car in Saudi Arabia is 25 years (for some company is 23). If you're under 25, you are likely to have to pay a young driver fee. If you're 65 or older, you may have to pay a senior driver fee.
