I also saw the staff telling another Chinese person using a Chinese driver's license and translation that it would take more time to fill out the forms and asked him to let others handle their business first. If the rental company considers Chinese customers as second-class and doesn't want to treat them equally, prioritizing locals, they might as well not accept Chinese customers at all.
