Just outside the domestic terminal, there is a pickup point for TIMES shuttle buses across the lane. The buses come approximately every ten minutes, making it very convenient. The staff at the pickup location provided a thorough explanation.

The pick up service from the airport was terrible. I emailed there customer service to let them know my flight arrived after the normal working hours at the terminal checking desk and was told that if I was there by 10pm that was fine. I used there counter phone at 9-20pm to arrange a pick up and they kept using excuses not to come to the airport, saying I had cancelled the booking, my international driving permit was not valid even though they had not seen it and may be I couldn't drive in Japan even though they drive on the same side of the road as Uk.
To get a pick up I had to ask a very helpful young man from the adjoining car hire counter to talk on the phone for me. He even photocopied my passport and both driving licences and emailed them to the Times car depot. It took him until 10-15pm to get them to agree to come and collect us from the airport. We had to wait another 30 minutes whilst the airport was closing down for the night.
When we got to the depot it took a long time to sort out the paper work and then we were given quite an old car with not much tread on the rear tyres despite the fact I was hiring for over 3 weeks.
Very hard to find location for pickup as had not been given the name of the local agency only a location. Local staff were unable to tell me whether I would need the ETC card for my journey or explain it properly hence we had a lot of problems subsequently using toll roads - an information sheet in English would solve this problem.

As soon as we exited the airport, we were greeted by Times staff holding a sign, and the shuttle took less than 5 minutes to reach the Times building for car pickup. The staff quickly completed the paperwork and handed over the car. Overall, very satisfied.
Highly recommended, a reputable company with excellent service. No need to queue for pick-up and drop-off, just a short wait for the shuttle bus. Very close to the airport terminal, only a 2-3 minute drive.
The drop-off experince with Times at Oshigaki airport was a bit frustrating since they forced me to drive 100m and fill up the car at their designated gas station even tough I had filled up the car at a gas station a few miles prior to arriving to the airport. I think I added a liter of gas in the tank ... but it delayed the drop off 10 minutes !! :-((
The car met our expectations. We recommend the staff to be trained in better explanation with English. It was hard to understand some of the things that was said during the pick up process.
