The staff specifically reminded me to return the car with a full tank of gas. In reality, they added a prepaid tank of fuel. On the morning of the return day, I refueled the car to full. In the afternoon, I received a message that my credit card was charged. I checked the records and found it was for the prepaid fuel.
This company is really terrible. The service attitude is awful. When borrowing the car, they were dismissive, and during the car return inspection, they asked me to leave the keys and said they would inspect later. How would I know if they would record some scratches and blame it on me? I had to insist on being with them during the inspection, which they were reluctant to do, and then they made me wait! During the inspection, they found a very tiny paint chip that I didn't capture because of the angle and the dark parking lot. They also pointed out many hidden damages (I think they know exactly where the damages are because they only check if you've taken photos, not the dates). Luckily, I had taken photos of everything, so they couldn't say much. After returning the car, they didn't email me the inspection report. Two weeks later, they charged my card 400+ euros, and then another 700+ euros – one claimed to be a fine (but didn't provide any documents) and the other for a late return (even though I provided my flight details showing I was at the gate). A month later, they charged another 600+ euros without explaining what it was for. This car rental company in France is absolute garbage. There was also a time when the car had issues, and changing the car took from morning till 4 PM, wasting my whole day. Other locations asked questions and then claimed they had no cars. Finally, they found an excuse that I needed to go to the original pickup location to change the car, which took over 2 hours to return to Charles de Gaulle. Utterly ridiculous. If you rent from AVIS at Charles de Gaulle Airport, be very cautious; it's a huge scam!
There was quite a queue on check-in as there was only one member of staff manning the desk but staff were friendly and car was as described. No issues returning the car, holds released from my card within a week.
The staff at the pickup location were indifferent and wouldn't check the car with me. When returning the car, I was 30 minutes late. The staff said it was fine, but they actually charged me an extra day. The website states that late returns are charged by the hour. Stay away from Budget. They offer cheap rates initially, but the extra charges during returns are their main profit source.
The service is really terrible. Cannes has many one-way streets, and it took me half an hour to find the return location according to the address. I got out of the car in the rain with the rental address and order address, asking the police and sanitation workers, but no one knew where it was... I called the customer service of the rental company countless times, always in a queue. If you don't have enough staff, don't provide a customer service phone number, it's a waste of time and phone charges. The phone number on the rental order is never answered. Finally, after walking for 15 minutes from the rental address, I found it. It was terrible.
I rent cars in Europe for 200 days a year, and this car rental company is terrible. The counter clearly stated it was a deposit, but after returning the car and leaving Paris, they charged my credit card. When I asked the car rental company, they said it was for insurance. If I wanted insurance, wouldn't I have bought it at the counter? And they didn't even have my signature.
I was offered an upgrade at a reasonable rate, however they failed to tell me that the car was a PHEV and there was no electric charge when I picked the car up, meaning that it used way more petrol than it should have. Also when I dropped the car off, there was no one to inspect it
The service at the store was excellent. The car provided was very new, less than 10,000 kilometers, and very clean. When returning the car, the fuel gauge did not show full because the C3's gauge had some issues. After explaining this to the lady at the store, she was very helpful and had a great attitude. She processed the return for us immediately, and the speed was super fast.
The car was clean and well equipped. Built in navigation was a bit of a bonus. We appreciated the six gear transmission. We rented a Dacia--I wish they had those in the United States. All in all, Budget did a fine job. Checking in and out were simple. My only criticism is that the Budget representative sought to get u to take Budget insurance, when we had already paid for the upgraded insurance package with QEEQ. But we simply declined and all was fine.

QEEQ has been a wonderful discovery. It has led us to discounts we could not find any other way. Our rentals have been seamless. We have gotten what we reserved at the time and place reserved, and staff have been most accommodating. I do wish one could modify a QEEQ reservation directly rather than canceling a reservation and rebooking the desired rental.
The process of picking up and returning the car was quite smart. The biggest issue is the lack of transparency in charges and non-standard procedures, which harm consumer rights. We initially completed and paid for our order on the app, where the terms were clearly readable. However, at the store, being unfamiliar with the area, we wanted three drivers to be able to drive the car. The staff registered the documents of the additional two drivers and charged our credit card a pre-authorization fee, claiming it was to cover potential damages or violations. After returning to our home country, we discovered that Rent-a-Car charged us an additional fee of about 200 euros (approximately 1500 RMB) for the extra drivers. (1) At the time of pickup, the staff did not inform us that adding drivers would incur a fee, nor the standard rates. (2) The rental contract was sent to our email simultaneously as we picked up the car, leaving no time to read or consider it beforehand. By the time we had questions, it was too late. (3) The entire process fails to protect consumer rights properly; the correct sequence should be informing consumers of the charges, providing the contract, and allowing time to review and agree before any charges. Instead, information is not proactively provided, and consumers only learn about the charges afterward.
